In real life, Van Driessen wouldn't need to stand in the middle of an intersection directing traffic if the traffic light wasn't working. Drivers are supposed to treat burnt-out (or in this case, powerless) traffic lights as all-way stop signs. Thus they would stop at the intersection and Van Driessen wouldn't need to tell them when to go.
